Australia's central bank and the Digital Finance Cooperative Research Centre concluded a major wholesale tokenization experiment that exposed a fundamental constraint on decentralized markets: settlement still requires a trusted intermediary managing digital cash.
Project Acacia tested 20 tokenized asset market use cases in a controlled environment, moving tokenization from regulatory discussion into operational reality. The Reserve Bank of Australia ran the pilot to understand how wholesale markets could function on blockchain infrastructure while maintaining financial stability and regulatory oversight.
The core finding challenges tokenization evangelists. Moving assets onto distributed ledgers solves settlement speed and reduces counterparty risk for trade execution itself. But finalizing transactions requires settlement in digital money, and that money must be issued and controlled by an entity market participants trust.
This constraint matters because it means blockchain settlement layers alone cannot replace traditional financial infrastructure. A decentralized ledger can execute trades atomically, but converting those trades into final ownership requires a central bank digital currency or equivalent settlement rail. Without it, tokenized markets still depend on conventional banking pipes.
Project Acacia's 20 test cases covered bonds, equities, derivatives, and FX pairs. Results showed tokenization works operationally for matching, clearing, and settlement processes. But the RBA's framework required digital money issuance by an authorized entity, not algorithmic stablecoins or decentralized protocols.
The findings align with work by other central banks testing wholesale CBDCs. Singapore's Project Ubin and the ECB's work on digital euros both identified settlement finality as the binding constraint. Tokenization improves market efficiency downstream from settlement but cannot bypass the requirement for authorized monetary infrastructure upstream.
For DeFi protocols and tokenization platforms building permissionless markets, Project Acacia signals regulatory reality. Even in Australia's relatively progressive digital finance environment, wholesale tokenized markets require institutional gatekeeping at the settlement layer. Regulators will not permit final settlement through decentralized protocols or community-governed systems.
